H.J. Mills Cleanup

The City of Bristol has received two Environmental Protection Agency (EPA) Recovery Act funded Brownfields Cleanup grants for remediation of the former H.J. Mills property located at 149-151 Church Street. The intended reuse of the property is as a community parking lot.

The City will use this webpage to report project progress, announce public meetings, and solicit public input. Please visit often for periodic updates.

Certification Under Section 1511 of the American Recovery And Reinvestment Act:

The Recovery Act requires that the governing authority of a grant recipient for an infrastructure improvement project certify that the Recovery Act funded project has received full review and vetting. To view the City’s Section 1511 Certification, click here.

The former H.J. Mills property is comprised of three abutting parcels:

§ Assessor’s Map 30 Lot 49-50

§ Assessor’s Map 30 Lot 61-1A

§ Assessor’s Map 30 Lot 61-2.

 

       

 

In order to maximize the amount of grant funds for the cleanup of the property, the City applied for and received two grants. One grant – #2B-96110601 – covers the cleanup costs for Assessor’s Map 30 Lot 49-50. The second grant – #2B-96111401 – covers the cleanup costs for Assessor’s Map 30 Lots 61-1A and 61-2.

The City has developed a Community Relations Plan that provides guidance to the City and information for the public on how the City will outreach to the community and seek input into the cleanup process.

Analysis of Brownfield Cleanup Alternatives (ABCA)


An Analysis of Brownfield Cleanup Alternatives (ABCA) for the former H.J. Mills property has been developed. To review the ABCA on-line, CLICK here. The ABCA may also be reviewed at the City of Bristol, Bristol Development Authority, 111 North Main Street, 2nd floor, Bristol, CT 06010. A public information meeting was held on September 13, 2010 for the presentation and solicitation of public comment on the Analysis of Brownfields Alternatives (ABCA) for the former H.J. Mills property and aired on Nutmeg TV Channel 96 on the following dates and times:
